Who can receive the certificate on the parent capital?
So, what is the maternity capital (family)? This is a form of state support of Russian families who have more than one child. Thus, to qualify for this financial support by the state may both the mother and father of children who are citizens of the Russian Federation.
This program was launched in 2007 and was aimed primarily at improving the demographic situation in the country. Then the amount of maternity capital was 250 000. Today, in 2013, the amount of financial assistance to families with children has risen to 408 960,5 rubles.
The programme extends to 31 December 2016.
You can obtain a certificate and in that case, if You gave birth to twins, you just need to decide which child was born first.
If children have no mother or she is deprived of parental rights, the right to receive family capital can benefit from a father who is an official adoptive parent of two or more children, one of whom was born not earlier than 2007.
"Maternity capital" will not be able to get those families whose child died in childbirth. This rule does not apply if the child died during the first week, because there already will be issued a birth certificate. The adoption of a stepson or stepdaughter (her husband's children from previous marriage) also gives the family the right to receive the parent capital.
How to get the certificate?
The parent applying for a certificate of family capital, to be transferred to the office of the Pension Fund at their place of residence (or place of residence) documents:
• confirming their identity, residence (residence), nationality. Usually, it is a passport;
• confirming the birth of a child – the birth certificate.
According to the law, employees of the Pension Fund are obligated to make copies of the submitted documents and the originals promptly returned to the owner.
In the office You will need to fill out an application and if all your documents are in order, then a positive decision will be made within one month, after which You will be able to immediately get your hands on the certificate.
If You can't get to the offices of the Pension Fund (for example, live far away from the village or the state of your health does not allow You to leave the house), then all copies of documents you can notarize and send them by mail.
How can you spend maternity capital?
To dispose of the money of the parent capital parents only until the child reached 3 years of age.
So, maternity capital in 2013 can be spent on the following objectives:
1). Tuition child under the age of 25, in all educational institutions of the Russian Federation.
2). The improvement of housing conditions. The amount of cash the parent capital can be used for the purchase of housing in the Russian Federation, more suitable for the child.
3). The increase in the funded part of labour pension of mother.
Maternity capital, there is no need to spend for once and only for one of the above purposes. Available funds can be spent on parts and different needs. The unspent portion will be indexed annually.
With the help of means of the parent capital You will not be able to purchase land, renovate your apartment or to buy building materials for the construction or repair of houses flats. With the help of these funds You do not get to pay auto or any other loan, and pay the rent. In addition, the sum of the parent capital cannot be obtained entirely in cash or to spend on the treatment.
